Abstract

In the world there are millions of children who see without realizing their right to school education, in the particular case of Honduras, there are about 66,850 children who do not attend school, and although in principle there can be an education Without school, the Right to Education cannot be realized from the perspective of Human Rights without considering the social aspects of education, that is, without the educational system. But this education must be operationalized in order to establish the elements that specify what is understood by the right to education and thus define the aspects of claim and measurement of achievement. The geographic scope of a research on the right to education will depend more on operative than on methodological elements, while the structural aspects are the same at the national level, and the institutional interactions are defined more at the middle level, that is, at departmental levels, strictly operational level, is developed between the interaction of district / municipal and school centers, where each case will be different and particular, and where the right is actually realized or violated.
