Abstract:
This research was carried out to determine the feasibility of implementing a professional services company in technical assistance - consulting to government institutions, to strengthen their weaknesses in aspects related to the analysis and evaluation of public investment projects in their different stages. This was carried out through an exploratory-descriptive process, which began with the search for information on experiences in different countries with socioeconomic contexts like those of Honduras, to then analyze variables that made it possible to describe and evaluate the object of study "Weakness in Public Entities for Project Management" and the hypothesis "Public sector entities need technical assistance and consultancies in projects". These variables determined the existence of an unsatisfied market, the technical, organizational, legal, and social factors to start up the company, as well as the economic and financial evaluation techniques, such as: the Net Present Value which resulted in L1,272,431 (NPV > 0), the Internal Rate of Return in 39. 88% [IRR > 14.7% (capital weighted)], a Benefit/Cost ratio of 1.67 (B/C > 1) and a Discounted Payback Period of 2 years, 7 months, and 26 days, less than the evaluated period of 5 years, results that allowed concluding that the project is feasible.
